Dear Bursars and TAP Certifying Officers,

The New York State Higher Education Services Corporation (HESC) is changing the way outstanding refunds will be recovered from colleges for the 2017-18 and prior academic years. HESC will recover outstanding refunds through the NYS Statewide Financial System. HESC will no longer accept checks or ACH payments to satisfy refunds due for the 2017-18 academic year or prior; any such payments received during the transition will be returned.

The first offset will happen before March 31, 2019 to recover outstanding scholarship program refunds owed for the 2017-18 and prior academic years, as previously requested on Consolidated Scholarship Remittance Advices (SU8071). HESC will send each college bursar a letter with a report summarizing the amount to be offset. Colleges can also look up these outstanding refunds through HESCWeb Transaction Processing > Reports > Details > SU8071.

A second offset will occur in the new fiscal year to recover outstanding TAP refunds owed for the 2017-18 and prior academic years, as previously requested on HESC Accounting Documents. Colleges can also look up these outstanding refunds through HESCWeb Transaction Processing > Reports > PAYDOCS.

Please note, regardless of the offset amount, colleges must consider each eligible student’s account to have been credited with the full amount of his or her award.
