Definition of budget to be used in calculating the Annual Educational Expenses:

Resident Student (Budget type 2)

A student who lives in institutionally-controlled housing.

Off-Campus Student (Budget type 4)

A student who does not live in institutionally-controlled housing, and does not either live with his/her parents, or in a building owned or rented by them. Additionally, the student must either meet TAP criteria for independence, or if dependent, be certified by the institution attended that he/she has applied for but was denied space in institutionally-controlled housing (or the institution does not offer such housing) and his/her parents do not live within a reasonable commuting distance.

Commuter Student (Budget types 1 and 3)

A student who does not meet the definition of an off-campus student. There are two types of commuter students: those living with parents and those not living with parents who do not meet the criteria above (Budget type 4).

The scholarship awards listed above will be equal to the applicant’s actual tuition and mandatory fees, or the State University of New York (SUNY) average undergraduate tuition and mandatory fees, whichever is less. The chart should be used when estimating awards for SUNY average tuition and mandatory fee amounts for the academic year. Students attending institutions with tuition charges higher than the SUNY tuition charges may, if eligible, receive additional assistance through the Tuition Assistance Program (TAP).
