Updated EFAN Layouts - Excelsior and ETA Scholarships

Dear Colleagues,

New York State Higher Education Services Corporation (HESC) has published new EFAN Layouts for the HE8976-Excelsior or ETA Manifest (Outgoing) and for the HE8977-Excelsior or ETA Certification (Incoming) files.

The HE8976 has the following changes effective for files submitted on or after October 8, 2018:

  • Field 35:
    • Label changed from "FIVE YEAR PROG CODE" to "ENROLLMENT CODE"
    • Description changed for value "5"
    • New value added: "6" with description
    • Descriptions changed to distinguish between students in a remedial program and those in an actual 5-year degree program
  • Field 37:
    • Label changed from "TAP CHANGE CODE to "EXCELSIOR/ETA STATUS CODE"
    • Description changed for values "0" and "1"
    • Thirteen (13) new values added
    • Field changed to provide schools with accurate eligibility statuses for student awards.  Schools are no longer required to re-certify Excelsior or ETA awards when the student's TAP award subsequently changes; HESC will perform Excelsior or ETA award recalculations automatically when this occurs.
  • New Field 38 added to provide schools with HESC's determination of a student's Leave of Absence request
  • New Field 39 added to provide schools with the current status of a student's Leave of Absence request

The HE8977 has the following changes effective for files submitted on or after October 8, 2018:

  • Field 17:
    • Label changed from "FIVE YEAR PROG CODE" to "ENROLLMENT CODE"
    • Description changed for value "5"
    • New value added: “6” with description
    • Changes made to enable schools to distinguish between students in a remedial program and those in an actual 5 year degree program
    • HESC will convert transactions currently pending on our systems to the proper enrollment code, after which schools will be responsible for providing correct values
